Teen Worker’s Death Leads to Lawsuit

On July 23, Lucas was working at the construction site and was lying on the ground while clearing debris from a hole in the road. During this task, a heavy construction vehicle — a large wheel loader — ran over him.
The machine involved was a John Deere 544L loader, weighing over 30,000 pounds. Lucas died at the scene due to the severe injuries caused by the incident.
When his mother, Catherine Gray, reached the site, she described a devastating scene. She could only recognise her son by his boots and hat, as his body had already been covered.
Safety Violations Highlighted
The incident was investigated by Oregon OSHA, which found serious safety failures at the site. According to their report, Lucas was reaching into a road valve box when the accident occurred.
The investigation pointed out that the company failed to protect workers from moving heavy equipment. It stated that important safety steps were missing, such as:

- On-site safety coordination
Because of these violations, the company was fined over $31,000.
Concerns About Site Management
The lawsuit also highlights deeper issues at the construction site. It claims the work environment was poorly managed and disorganised.
One important piece of evidence is a text message sent by the same equipment operator involved in the accident. In the message, he mentioned confusion and lack of coordination at the site, saying that workers were not on the same page and that there was very little direction.

Lucas Gray’s family has filed a lawsuit against multiple companies linked to the project, including Serres Farms Development LLC and TR Oregon Holdings Inc..
