A serious incident in Minnesota has brought fresh attention to the behaviour of immigration officers while on duty. Authorities say an officer from Immigration and Customs Enforcement (ICE) pointed his government-issued gun at another vehicle during a road incident, which has now led to criminal charges. This case is part of a larger investigation into how federal officers acted during a major immigration operation earlier this year.
What Happened in the Incident
According to prosecutors in Hennepin County, the officer, Greg Morgan, was returning after finishing his shift in early February. While driving, he used the shoulder of the road, which is usually meant only for emergencies. During this time, another vehicle briefly entered the shoulder ahead of him but quickly returned to the normal lane.
Prosecutors said that Morgan then drove his car close to that vehicle and pointed his firearm out of his window at the passengers inside. The passengers were unaware that he was an officer, as their windows were closed and there was no clear identification. To them, it appeared that a stranger was aiming a gun directly at them, creating a frightening situation.
Charges Filed Against the Officer
Hennepin County Attorney Mary Moriarty announced that Morgan is facing two counts of second-degree assault. These charges suggest that his actions were serious enough to put others in danger.
The case progressed quickly compared to others because there was clear evidence from road cameras, and Morgan also spoke to investigators. During questioning, he admitted that he drew his firearm after the other vehicle had already moved back into normal traffic.
Officials have also said that they currently do not know where Morgan is or whether he is still working with ICE. There has been no communication from federal authorities regarding his current status.
No “Absolute Immunity” for Federal Officers
During the press conference, Moriarty made it clear that federal officers cannot break the law and expect protection. Responding to claims linked to the Donald Trump administration that ICE officers have full immunity while on duty, she stated that there is no such thing as absolute immunity.
According to her, federal agents must follow state laws just like any other citizen, and if they violate those laws, they can face criminal charges.
Bigger Investigation into ICE Operations
This case is part of a wider investigation into ICE activities during the “Metro Surge” operation carried out earlier this year.
During that operation, several incidents took place, including fatal shootings. Victims such as Alex Pretti and Renee Good lost their lives in encounters involving officers from the Department of Homeland Security.
Prosecutors in Hennepin County are currently handling multiple investigations connected to these operations. They have conducted dozens of interviews and are reviewing several cases involving possible misuse of authority by federal officers.
Challenges Faced by State Investigators
One of the biggest challenges in these investigations has been the lack of cooperation from federal agencies. Prosecutors have stated that state investigators were denied access to federal officers and were not given their identities in some cases. In addition, important evidence has not been shared.
A major example is the investigation into Alex Pretti’s death, where state officials were not allowed to question the federal agents involved. Because of this, prosecutors have taken legal action against the Department of Homeland Security to obtain the required evidence and move forward with the case.
Why This Case Moved Faster
Moriarty explained that Morgan’s case was able to move faster mainly because of the availability of strong evidence and his own statements. The presence of road camera footage made it easier to understand what happened, and his admission reduced the need for lengthy investigation. Compared to cases involving shootings and deaths, this situation was more straightforward, allowing prosecutors to act more quickly.
Ongoing Efforts by Prosecutors
The county attorney also assured the public that work is continuing on other cases. Even though some investigations are taking longer, progress is being made. She highlighted the importance of being transparent and keeping the community informed about why some cases develop faster than others. According to her, the main goal is to ensure that every case is properly investigated and that justice is delivered.
This incident highlights a key issue in law enforcement—accountability. The charges against Greg Morgan show that even federal officers can face legal consequences if their actions put innocent people at risk. While this case moved quickly due to clear evidence, many other cases are still under investigation and may take more time because of legal and procedural challenges.
As these investigations continue, the focus remains on ensuring fairness, transparency, and justice. The outcome of these cases could play an important role in shaping how federal and state authorities work together in the future, especially in situations involving public safety and use of force.
