The Incident: Strangulation, R*pe, and Threats of Murder

On November 30, 2025, Vinita police officers responded to a call about a fight in progress. When officers arrived, they broke up a confrontation between Monroe and another man. The other man reported that he had been contacted by the 16-year-old victim, who claimed that Monroe had assaulted her.

According to authorities, the victim told police that Monroe had woken her up in the middle of the night by covering her mouth and strangling her. During the assault, Monroe allegedly placed a knife to her throat while threatening to kill her. The victim also reported that Monroe attempted to bribe her, offering to pay her $500 a week to keep quiet about the incident, fearing that he would “go to prison” if the truth came out.

Trial Details: Evidence and Expert Testimony

The case went to trial, where a S..xual Assault Nurse Examiner (SANE) nurse testified about the photographic evidence presented to the jury. These photographs showed bruising and abrasions on the victim’s neck, as well as petechiae in her eyes and on her face, caused by the strangulation. This evidence was pivotal in proving the violent nature of the crime.

During the trial, the Oklahoma State Bureau of Investigation (OSBI) also confirmed that DNA samples taken from both the victim and Monroe matched, further solidifying the case against Monroe.
