A murder case that remained unsolved for more than three decades has finally taken a major turn. A Michigan fugitive accused of killing his roommate in 1993 has now been captured in Panama after nearly 33 years on the run. The victim was a well-known figure in Detroit’s underground music scene, and the arrest has brought renewed attention to one of the city’s oldest unresolved homicide cases.
Michigan Fugitive Arrested After Nearly 33 Years
Richard Werstine, also known as Joseph Alan Stavros, has been arrested nearly 33 years after allegedly murdering his roommate in Detroit.
Werstine, now 56, was taken into custody in Panama City in April after an international investigation.
The arrest was confirmed by the United States Marshals Service.
Victim Was Punk Rock Singer Rodney Barger
Authorities say Werstine is accused of killing Rodney Barger on September 15, 1993.
Barger was 23 years old at the time of his death.
He was best known as the vocalist for Detroit hardcore punk band Cold as Life.
Barger’s death deeply affected Detroit’s music community, where he was widely respected.
Suspect Vanished Before Trial
Police originally arrested Werstine just days after Barger’s murder.
However, investigators say he failed to appear in court and disappeared before his trial could begin.
For decades, he remained one of Michigan’s most wanted fugitives.
Authorities say he successfully avoided capture for more than 30 years.
Marshals Reopened the Hunt
In May 2022, the U.S. Marshals officially adopted the fugitive warrant connected to the murder case.
Investigators later discovered that Werstine had allegedly been arrested multiple times over the years using different identities.
Because of the false identities, authorities reportedly never connected those arrests to his real name.
Investigation Led Authorities to Panama
The Detroit Fugitive Apprehension Team spent years tracking leads.
Using modern investigative tools, fingerprint databases, and international cooperation, investigators eventually traced Werstine to Panama.
Authorities worked closely with:
- U.S. international operations teams
- Panamanian law enforcement
- Federal fugitive investigators
- Identity verification specialists
Arrested at Dog Park in Panama City
Werstine was finally located at a local dog park in Panama City on April 29.
Authorities say he was carrying fraudulent identification at the time of his arrest.
However, investigators confirmed his identity through fingerprint analysis.
After his arrest, officials say Werstine admitted:
- His real identity
- That he had been on the run since the 1990s
- That he had been living illegally in Panama since 2005
Returned to the United States
After his arrest, Werstine was extradited back to the United States on May 9.
He has now been handed over to Wayne County authorities in Michigan.
He is expected to face the original murder charge and other related legal proceedings.
Officials Say No Fugitive Can Hide Forever
Federal officials praised the decades-long investigation and said the arrest sends a powerful message.
Authorities stressed that no matter how long someone runs, violent fugitives will continue to be pursued.
Law enforcement also said the arrest may finally bring closure to Rodney Barger’s family, friends, and Detroit’s punk music community.
Cold as Life Legacy Lives On
Even decades after his death, Rodney Barger remains an important figure in Detroit’s hardcore music scene.
Fans of Cold as Life continue to remember his influence on underground music and local culture.
For many in the music community, this arrest marks an important step toward justice after more than three decades.
